To talk about environmental policy, we have to talk about a COMPREHENSIVE ENVIRONMENTAL POLICY, which is something that I have been saying for years and that should be implemented both in municipalities, provinces and in the Nation, where it is taken into account, issues such as: Environmental Education, Environmental Policy, Sustainable Development, Environmental Health, Deforestation, Biodiversity ... If not, we will continue to err ugly in search of an environmental paradigm that helps us grow.
Although climate change is one of the issues to which we must pay attention because there is already scientific evidence that carbon dioxide emissions are rapidly contributing to the increase in temperature throughout the planet ... It is not the only issue environment that we should be concerned about.
For years I have been expressing that a large part of the problem of environmental deterioration in Argentina is due to the conviction that natural resources are unlimited and invulnerable, to the lack of an adequate policy, to the lack of coordination in the application of the norms and to the Insufficient information and public awareness on the protection of nature and the scope of protection systems.
The problem is to face the consensual construction of a national environmental policy that especially attends to the governance of the environment between society and authorities, financial support to local institutions for the consultation and installation of policies at the local level, and coordination in the direction towards the sustainability of social and economic plans.
The development of a municipal environmental policy satisfies important needs for all sectors of local life. She demands that each sector of the community make an environmental balance on the historical process of regional development. It also requires an updated diagnosis, defining how this environmental reality is affected today by its economic, social, cultural, institutional, national and international environment. Each region shows a specific environmental reality, in its natural resources and potential, in the diversity and magnitude of the problems it must face, in the capacities and commitments of its institutions and in the population, among others.
Likewise, this policy obliges each sector of the regional community to review its future challenges and prioritize them, establish deadlines for their fulfillment, define the necessary resources and the responsibilities that correspond to each sector, be it public, private, academic and union, such as It also indicates those tasks that require the participation of various actors in the region. The policy seeks to make the development process environmentally sustainable, ensuring the right to live in a pollution-free environment, environmental protection, the preservation of nature and the conservation of environmental heritage. Its ultimate goal is to improve the quality of life for all inhabitants and future generations.
The design and implementation of an environmental policy stands as an important condition for achieving equity, economic development and unquestionably caring for the environment. Said environmental policy must meet characteristics of stability over time; consistency with institutional and overall performance; and of consideration of the capacities of public and private leadership, as well as of the municipal economic, political and social conditions. Furthermore, the success of environmental management must be based on a clear definition of objectives and priorities that, in addition, must be congruent with the real needs of society.
The environment also needs policies, initiatives and programs that cover the challenges facing the country and the world today. But in Argentina it becomes one more issue in a long list of promises. It is a decision of the entire leadership to renounce the underlying problems. The political power abandoned the country project, so it is consistent that today it also abandons the issue of caring for the planet. Maybe then it's time for all of us to put it on our agenda… Please, let's not make mistakes again.
